Peng He: Now the vice-provost of NCSU is Dr. Bailian Li, who is the first
Chinese-American to hold this important administrative position, in
school’s history.
Oblinger: You are correct.
Peng He: I wonder how he culminates in this position. Why does NC
State’’s board choose him for this position?
Oblinger: Sure. This is an interesting story, because he is a very
accomplished scientist. I don”t know if you know him very well at all.
But he still holds his tenure in the college of Natural Resources. We
have also, for several years, wanted to develop a China portfolio. And
what better individual to do that than someone like Bialian Li who has
great networks in China, has great contacts there, has, we think, very
good credibility in China, where we have a lot of alumni. And as a
scientist, coming out of Natural Resources, we wanted to affiliate, not
just with any university there, but with the universities where we could
leverage and work together for mutual benefits.
So, Bailian immediately knew about the top schools, I mean, we”re
working on an agreement with Peking University which I would like to
believe is numero uno. I think that’’s very important to start off with a
relationship. Because of Bailian’s interests in globalization,
internationalization, knowing of our interest in China, I think the time
was right for us to do that. And so, we”re very proud of him, and very
happy to have him in this role. We needed somebody that would leverage
this for everyone’’s benefit. And Bailian is great at that.
Peng He: Many research universities in China are lack of funding to carry
out first rate projects. I know that recently the funding from National
Science Foundation and National Institute of Health has sharply declined.
As a major research university which depends heavily on the science
funding, how does NC State deal with the tough situation and how does NC
State expand the funding resource for the operation?
Oblinger: That’’s a great question. Twol parts to my answer, and I”ll
try to organize them. Number one, we should never forget that the
University of North Carolina System is very well funded by the State of
North Carolina. For example, forty percent of North Carolina State’’s
budget is appropriated. It comes from the legislature. If you go to the
north to Virginia, and you go to the University of Virginia in
Charlottesville, that figure would not be forty percent, it would be
eight percent. So first and foremost, we should never forget that the
state has stayed true to it’’s commitment to foster education, K through
12, but I”m speaking particularly about higher education, we should be
very thankful for that.
Secondly, we”re concerned that federal funds are least steady-state if
not declining slightly, particularly, when you factor in inflation. But
our faculty have been tremendously competitive: with NSF, the Department
of Defense, the Department of Energy, the United States Department of
Agriculture, even NIH, but not the way that Carolina competes, because we
don”t have a medical school and a lot of NIH money compared with that of
Duke.
Xing Zong: NC state is renowned for its nationally ranked collegiate
sports. The symbol of NC State is Wolfpack. In China, many universities
do not have a mascot, like Blue Devil or Tar Heel. So my question is,
what kind of role does the mascot play in the university? And another
question is: I heard that last year, NC State recruited a new basketball
coach, in order to raise his salary, people have to raise your salary
first, because his salary cannot exceed your salary.
Oblinger: For the mascot thing, are you familiar with Rudyard Kipling,
the author of a long time ago? And I”m trying to remember. I”m going to
use a phrase that I think is very pertinent and appropriate for our
mascot. Because I think it reflects the institutional philosophy I”ve
tried to share with you about our people. Let’’s take an individual
faculty member, and the program that he or she develops. And let’’s say
it’’s really a great program, and we”ve got a lot of those. That’’s
something that that individual did, that’’s important. And we”ve got a
lot of those individuals, a pack of those individuals, if you will. If
you take five of them, take ten of them, they”ve all done something
individually, and it’’s great. And yet, individually, it’’s just them and
their program. But you put it together in a department, or a college, or
a university, and it reflects well, because you”ve got a group of them,
a pack of them.
Now, the basketball coach. We did hire a basketball coach last year, and
about several months we hired a football coach. They did not have to
raise my salary before I could hire a basketball coach. Those are
independently done. But our football coach and our basketball coach have
the opportunity to do radio and television programs that I don”t do. And
they get paid for that, by, in our case, Wolfpack Sports Marketing is a
company that hires them to do that, to do the pre-game and the post-game
shows that they do and that’’s a way that they can add to their base
salary.
